美籍华人,曾任纽约市规划局委员/局长，现任美国龙安集团行政总裁，目前是美国纽约市曼哈顿区驻中国地区商务代表；美中城市规划建设基金会（美国注册非营利组织）会长；中国城市资源投资基金发起人；中国全国房地产设计联盟副首席执行官；中国国家外国专家局美籍规划建筑专家、中国国际人才交流协会建筑与规划与经济开发专家；国务院经济发展研究中心学术顾问；国务院东中西区域发展和改革研究院学术委员；中国台湾中华金石奖荣誉主任委员长；《中国房地产》杂志学术顾问，纽约市亨特大学土地研究所、苏州大学、南昌大学等客座与兼任教授；中国许多规划竞赛评委、专家组组长；许多英文杂志"饶及人说＂(JAO TALKS)专栏作家；中国日报（China Daily）的特约专栏作家；中国20多个省市县政府的高级城市规划建筑设计以及经济开发顾问。他的近著《十年规划中国情》是中央党校与清华大学EMBA的教科书，也是在台湾卖的最好的简体版书之一。
2004年12月，美国龙安公司被推举为"中国建筑二十大品牌影响力规划设计事务所＂之一。2005年9月，他获得百年建筑成就奖·中国住宅产业国际合作成就金奖。2006年1月，他获得《中国建设报－中国楼市》所颁发"影响中国十大公建设计师＂的称号。
2006年，龙安公司获得"影响中国公建十大设计单位＂的称号，而且龙安所设计的苏州建设银行大厦，获得"商业经典建筑＂头衔。饶先生拥有全美注册建筑师资格、并是美国纽约州、加州、麻省、宾州、康州、乔州、新泽西州等开业注册建筑师。他拥有美国与中国政府互认的中国一级注册建筑师资格。本人及公司获得各类奖数十个。公司部分经典作品已集结出版：《美国龙安中国81个作品选集》和《苏州国际教育园区总体规划和建筑设计》专辑。毕业于美国纽约普拉特大学建筑系及纽约佩斯大学工商管理研究所(MBA)市场系，获得MBA学位。
黄建南先生( Mr. John Huang )-顾问
美籍华人，1945年出生于中国，曾任美国联邦商务部副助理部长；美国民主党全国财政委员会副主席；美国加州州政府世界贸易委员会委员；美国华资银行公会会长。
历任国际跨国金融集团-力宝集团副总裁及美洲地区总裁。在美国与香港银行体系有二十余年经历; 曾担任经理，副总裁，总经理，总裁与副董事长职务。现担任多家跨国公司顾问及世界温州人联谊总会常务副理事长。
毕业于台北师范大学附属中学；先后获得现台北大同大学工商管理学士及美国康州大学工商管理硕士学位。
John Yen -Executive Director
John is a licensed person for the regulated activity of asset management
under the SFO and has obtained a master's degree in business administration
and a master's degree in science from State University of New York
at Buffalo and New York University respectively. Mr. Yen has over
12 years of experience in international capital markets and has worked
as a fund manager in Hong Kong and Taipei. Mr. Yen has vast experience
in fund management including mutual fund, pension fund, insurance
investment portfolio and management of institutional accounts. From
1991 to 1993, Mr. Yen was a manager of Aetna Investment Management
(Taiwan) Limited, responsible for managing the investment activities
of portfolio. From 1993 to 1996, he was a senior fund manager of Aetna
Investment Management (Hong Kong), responsible for identifying target
companies for investments. From 1996 to 1997, Mr. Yen worked as an
investment manager in ImPac Asset Management (Hong Kong) Limited,
responsible for identifying investment targets in China, Taiwan and
Korea. From 1997 to 1998, Mr. Yen worked at Rothschild Asset Management
(Hong Kong) Limited as an assistant director, responsible for managing
institutional portfolios on Asia pacific market and coordinating joint
venture on asset management with Taiwanese conglomerates. From 1999
to 2001, he was a director of JS Cresvale Securities International
Limited responsible for fund management. From 2001 to 2002, he was
the president of Hwa Yu Securities Investment Advisory Company responsible
for promoting investment advisory services and discretionary account
management. While working for the aforementioned financial institutions,
Mr. Yen has gained extensive knowledge on the market in the Greater
China region and provided fund management and investment advisory
services to investment fund and portfolio clients. In 2002, he founded
Fuxion Asset Management Company Limited and provided international
investment advisory services to high net worth individuals in Taiwan
but such business ceased in 2003. He was a managing director of Crosby
Asset Management (Hong Kong) Limited in 2004 and responsible for setting
up a fund.

USEOFPROCEEDS
It is presently intended that the net proceeds from the Placing will
be applied in funding investments according to the investment policies
and objectives of the Company adopted by the Company from time to
time and the requirements of the Memorandum, the Articles, the Listing
Rules and the Investment Management Agreement. Any proceeds not deployed
will be placed in bank deposits in any currency, bonds or treasury
securities in accordance with the policies set out in the paragraph
headed "Investment objective andpolicies" under the section headed
"Informationon the Company" in the company prospectus.
